2024 Description of Description of Occupational Work The incumbent is responsible for establishing and maintaining relationships with landlords and tenants in the Housing Choice Voucher (HCV) program in Kent and Sussex County.
A significant element of the work involves resolving issues or complaints, updating databases, assisting with lease documents, coordinating rental assistance, and developing a network of housing resources/properties for the program.

Principal Accountabilities Provide reporting support regarding lease-up, re-certification, and move-in processes to ensure that property owners and landlords are processing documents.
Compiles and maintains Rent Reasonableness system data for tracking and reporting processes.
Resolves landlord / owner questions, inquiries, issues, or complaints in person and/or via phone, email, fax, or correspondence.
Solicits prospective landlords and owners to participate in the HCV programs.
Monitors customer satisfaction regarding landlords/owners and prepares customer satisfaction reports.
Updates and maintains an inventory of landlords/properties available for lease under the HCV program.
Gathers data pertaining to the admissions and occupancy of units assisted in the HCV program.
Monitors success rates of applicants locating and leasing in the HCV program.
Conducts lease negotiations of rental residential dwelling units for use by low income clients.
Collects and prepares area rental data for use in negotiations.
Reviews and investigates allegations of landlord fraud and abuse.
Represents DSHA at seminars and meetings; holds landlord orientation workshops; interacts with representatives of government and private agencies representing tenants and landlords.

Job Requirements JOB REQUIREMENTS for Landlord Liaison Applicants must have three years of education, training and/or experience demonstrating competence in each of the following areas:

Knowledge of goals, objectives, operational entities, requirements, and activities as they apply to the HCV program.

Ability to establish and maintain effective working relationships with associates, subordinates, representatives of non-profit agencies and the general public.
Ability to evaluate issues, explain rules and regulations.
